Brandon Panopoulos, Chair
TKI Construction Ltd.
After earning a Diploma of Technology for Building Engineering from BCIT in 2002 Brandon joined PCL Constructors Westcoast Inc.; where he worked as a Project Manager/Estimator until 2010. During this time Brandon received Gold Seal certification as a General Contracting Project Manager in 2007. In 2010 Brandon became a partner in TKI Construction Ltd. In 2017 Brandon became the sole owner of TKI. During his time in the construction industry, Brandon has worked on a variety of projects including tenant improvements, fit-ups, new builds, structural upgrades, and renovations. 
Debra Dotschkat, Vice Chair
Glass Canada Inc.
Debra is the General Manager of Glass Canada Inc. She attended Okanagan College and the University of Saskatchewan for business and accounting. She got started in construction at the young age of 15 and has worked in underground irrigation, plumbing, heating, air conditioning, wholesale lumber, geothermal, electrical, and glazing. She has had the pleasure of doing sales, customer service, accounting, safety officer, project management, and now Owner. She has done it all and loves to see something grow from the ground up.
 
Mike Woodroff, Treasurer

With nearly 40 years of experience in the construction industry, Mike leads the site teams on the ground - changing communities and providing much-needed housing to BC one project at a time..
Morly Bishop, Secretary
Acera Insurance
Before entering the insurance industry, Morly obtained a Bachelor of Science in Chemical Biology from Thompson Rivers University in 2009. It was at this time Morly started a summer job for a construction firm in Kamloops; the plan was to get back to education after a year off from school. Seven years later, Morly was still working in construction and had swiftly moved through the ranks from a general laborer, to project managing and estimating some of the most complicated slope stabilization projects that have ever taken place in the interior of BC.

Morly has taken this experience from the construction industry into his career as a commercial risk advisor. His understanding of standard and complex construction techniques is key when placing effective insurance solutions for his clients.
John Powers, Past Chair
Flynn Canada Ltd.
John is the Operations Manager at Flynn Canada Ltd. in Kelowna. He has been working in the roofing industry since 1986. He attended many courses in the building science program at BCIT, has his TQ, and RRO, and is Gold Seal Certified. John joined the SICA board for networking.

Andrea Alexander
Westbank First Nations
Andrea Alexander is a Councillor from Westbank First Nation, who is currently serving on her second Council term. Andrea is passionate about moving her community forward in a positive way and actively seeks to grow and build her community through her seat on the Kilawna Builders Ltd Board of Directors. She hopes that strengthening the connection between SICA, Westbank First Nation, and Kilawna Builders will help advance reconciliation efforts while supporting construction in the region. 
Andrew Stringer
Falcon Engineering
Andrew is a mechanical engineer and principal at Falcon Engineering, with 15 years of experience in consulting. His areas of practice range from institutional and civic buildings to single family and multifamily residential. In addition to this, his industrial experience includes agriculture and agri-food processing, as well as pharmaceutical and clean manufacturing facilities. Andrew's work in planning, tendering, and completing major mechanical capital projects gives me a balanced and relatively unique perspective on the business, legal and technical aspects of our local construction industry.
Bianca Cooper

Bianca, a Human Resources professional with over 15 years of experience, began her career in Johannesburg, South Africa, after earning degrees in Labor Law and HR Strategic Management from Stellenbosch University. She spent a decade as an HR Director managing over 1,200 employees. After moving to Canada, she transitioned to a role as Director of Business Development for a leading ERP software company specializing in construction management. An active board member in organizations like the Edmonton Executive Association and the Edmonton Construction Association, Bianca also founded the Rugby Business Network and LinkedIn Local YEG. Committed to social responsibility, she believes that a company's success lies in empowering its workforce through supportive internal processes.

Proactively mitigating risks/ challenges to maintain project momentum and exceed client expectations. I specialize in contract management, strategic planning, and fostering team collaboration.
Bodo Papke

Bodo and his family have lived in Kelowna since 1994. Over the past 30 years, Bodo has been involved with construction projects across BC and Alberta. He has been active in all facets of Construction as a General Contractor including water and wastewater, industrial, commercial, multi-residential and institutional work. He has been associated with SICA for most of those years and currently participates in the General Contractor Advisory Council, Civil & Infrastructure Advisory Council as well as the SICA Collaborative Working Group Meetings. Bodo currently leads the local Chandos Construction team in pursuit and execution of projects ranging from $500,000 to $100,000,000 covering all delivery forms including Lump Sum, Construction Management (CM), Design Build, Progressive Design Build, and Integrated Project Delivery (IPD). Bodo is a strong advocate of collaborative project delivery methods as well as early engagement of contractors and trade partners.
Cameron Betts

Cameron is the President of Betts Electric. He is a graduate of the University of Victoria and a Red Seal Electrician. Cameron has been around the construction industry for most of his life and in his current management role at Betts Electric since 2013. He joined the board to stay in touch with the industry and help the association grow and adapt to the new generation.
Cody Shantz

Cody earned a Diploma of Engineering, Design & Drafting Technology from TRU in 2004, he then worked for an Architectural Firm as a Senior Architectural Technologist/Project Manager for 7 years.  He joined the team at Sawchuk Developments, as an Estimator/Project Manager in 2011.  He has completed a variety of projects including healthcare, commercial, industrial, institutional, residential, and tenant improvements.  He received Gold Seal Certification as a General Contracting Project Manager in 2019.

President of Chapman Mechanical Ltd.  In the mechanical industry for 21 years at Chapman. As Chapman is a full-service in-house mechanical firm, I have well-rounded experience in all 3 major disciplines (Plumbing, sheet metal, and fire protection). I am a strong advocate for forward progression in technology and design assist/ design build and want to be a part of shaping the industry as it evolves.

Rick Fernandes

Rick has been with PCL for over 19 years in various capacities starting as a Project Coordinator and working up to Manager of PCL's operations in the BC Interior. Rick was born and raised in the BC Interior and moved to Kelowna in 2000 after spending most of his career with PCL in the Lower Mainland. Rick is passionate about making the industry better by increasing the profile of construction professionals and their contribution to our local and provincial economies.
Rob Kline

Rob has been a carpenter for 20 years, a residential contractor for 12 years, and owned his own companies prior to moving to the Okanagan Valley and joining the Plan B team. As project manager and site supervisor, he oversees the construction site, hires the crew, is involved in everything from estimating to hands-on tasks like framing, and ensures that client communication is ongoing.
Sean Pihl

Sean has appeared at the Provincial, Supreme, and Appellate Court levels, in addition to his extensive arbitration and mediation experience. He has volunteered as a guest lecturer at the University of British Columbia (Okanagan Campus) and has presented at educational seminars on a variety of legal topics. In 2016, Sean received his designation of King’s Counsel.

Shawn is the Senior Estimator at Christman Plumbing & Heating. He joined SICA to gain more knowledge and experience in the construction industry. As well as help to better address any concerns that we see in construction today. He has 20 years of experience in the construction industry after starting his career in the water/waste-water sector.

Construction's ability to bring the vision to life, embolden economic prosperity, and create lasting relationships has drawn Spencer to this business for nearly twenty years. Spencer has progressed from tradesperson to project executive, and his experiences have helped him understand the people, passions, and potential needed to excel in its dynamic environment.  He leads teams on commercial, institutional, and multifamily projects for Bird Construction, and is spearheading the firm's growth throughout British Columbia's southern interior.

Tyler is also a Chartered Professional Accountant and was elected to the Southern Interior Construction Association Board of Directors in September 2022. 
Walter Dool

Walter is a Civil Engineering Technologist, BCIT 1979, and a long-time member of ASTTBC, and Gold Seal. He worked his first 7 years of construction as an inspector for bridge construction projects throughout BC and as a civil works inspector for consulting firms. Walter is a long-time employee of Greyback Construction and has served on the Board in past years. The significant changes in the construction industry have re-ignited Walter's interest in serving SICA as a board member.
